Jump Link Styling

Since the jump links are only needed by a few users, I want to make them less obtrusive and nicer looking. To do this I display them in-line, float them to the right (which reverses the order), and modify padding and margin for visual separation and background adjustment. They are actually an unordered list so the separation is already implemented, just not visually.
