Adding Padding & Adjusting Footer

To start this process in the right direction I will give some padding and margin to all of the various section. This is not going to do anything that one can get excited about, but the padding and margin will be needed later. I will also be removing some padding later after sections are shaped. I am also going to alter the footer a bit and add a clearing rule.
