Giving Width to Sections

I am preparing to layout the page and make it less linear. Before this is done, though, I have to provide the proper widths to ensure nothing slips out of place or interferes with its neighboring section. I have provided width to the jump links region (too wide, for now), content, sidebar, and the footer. Due to the wrapper width, not all of this will be noticed — yet.
